My mom has a whole life policy. There really isn't any cash value but it states that there is a funeral contingent of $16,000. How will that affect a Medicaid ruling? She doesn't have anything else of value except her bank accounts.

Whole Life definitely has cash value. Read the policy again.

My understanding in Texas, it should not affect her eligibility if the policy has the funeral home as beneficiary and you cannot cash it in. Try contacting the Medicaid hotline in your state.
