I am the POA medical for a good friend. Her daughter is her Financial POA She is in a memory care facility and doing well however to remain they will need to sell her home ( currently standing empty) which her daughter does not want to do instead she would have her put in a VA home. I believe she is best where she is now as she has settled in well.

You can and you should. If the POA refuses to pay, get it in writing and file a petition in surrogate's court to have the financial POA removed for dereliction of duty.
