Devise a Business Plan and present it to a bank. You will need an Ace credit score to get loans these days.
Also hire an attorney as there are a milieu of federal & state regulations that need to be met.
If the business plan is accepted you will have a outline of how to proceed.

Your first step would be to contact your County/city business and zoning office to see what steps you would need to take in that regarding. Then contact your State to see what is required.  You would need to be licensed, insured, bonded, etc.
