Is it illegal for an individual to sell medical equipment (wheelchair lift) that was completely paid for by Medicare?

An individual who got a wheelchair lift, that was completely paid for by medicare, is trying to sell it to another person just for the money.

Medicare does not cover stair lifts, platform lifts or ramps.
