Your profile says that you're caring for your father who lives in an assisted living facility. I'm guessing that's who you're referring to, so are you questioning about hiring additional help on top of the help he's already receiving in his facility?
If so, I will echo what cwillie said below and say that of course having the same people with your father would make things easier for all involved, however with all the shortages everywhere that may not be possible.

Everybody does better with consistency in their care, unfortunately that isn't always possible.

Could you tell us more Angela, about this person?

You ask if regular carers would be "better" and I am not certain of the options being considered.
Does this gentleman currently have regular carers who are being replaced by either himself or by his POA?
Is he moving from home care to in-facility care?
Can you tell me more about the aphasia? Is this from a recent stroke or is this from dementia? Is he expressing anxiety about coming changes of plans for his care?

And lastly, what reason is this change coming about?
