If a person applies for Medicaid for a parent and is denied, then is it too late to contact an elder care attorney?

Not at all! Contact an elder attorney or an estate attorney - just make sure they have experience with currrent Medicaid laws. They should, but not all attorneys keep up.

There is also an appeal process through the DSS that you can go through. You should have received notification about why you received the denial
