I strongly suspect financial/elder abuse from a family member. Advice?

I have been my mom's caregiver for the last 8 years. My brother took care of us financially very well until last year. I very recently discovered the house is in foreclosure and he has bought things under her name that are delinquent also. I don't know if he has DPA or not. I think I need an attorney.

Yes, call attorney that has experience elder financial abuse right away. Take any evidence you have to that attorney. Not sure I'd spend too much time reading responses on this forum as we are not attorneys and even if we were we don't have enough insight into the specifics of your situation to give you any better guidance.
