I've had no experience with these, but I'm thinking:

1.   Contact local DMEs and see if they have them in stock.   If not, or if they require a script:

2.    Contact his urologist or oncologist and ask  if he/she will script for one, or has any advice on how to get one.

I'm not aware of any "vacuum systems" available to the public, so you may have to have your father use a catheter of some sort. They have the traditional, the condom and the supra pubic catheter, which is the permanent one.
My husband who was severely incontinent, and after trying pretty much all the bladder spasm medications, along with having Botox put in his bladder, ended up getting a supra pubic catheter(at the recommendation of his urologist)to solve his issue. For us it was a Godsend, as instead of him getting up every hour on the hour to pee, I just had to empty his catheter bag twice a day.
I wish you the best in getting things figured out for him.
