I have been trying to find a supplement Insurance for my Mother. I have called the department of aging in Jacksonville, Fl for over a month. Who can help me?

I live in Wisconsin and can't get the Departmen of aging to call to make a appointment to help her get a supplement Insurance. She needs surgery and did not get the right supplement Insurance. Help me PLEASE!
