I have been requesting a medical certificate for guardianship from my father's new nursing home/doctor for 5 months. Any ideas?

Does anyone know how to get this? I'm in MA....and have contacted a lawyer but he seems reluctant to go after them. I can not, understandably obtain guardianship without this document being filled out. It seems like they are dragging their feet purposely, so they won't have anyone holding them accountable for my father's care. They are also required to hold quarterly planning care meetings on patients' behalf, but have not have one in the 5 months that he's been there.
Any ideas?

Have you contacted an ombudsman in her state for help? Find a different lawyer in that state?
