I'm puzzled, too, about why you don't have their number - how come? Are they not on the phone, are you not on the phone, or have you just not been in touch with them for some reason?
In most areas people seem to be organising pretty well among communities and neighbourhoods, I'm sure we'll be able to find someone for you to contact.
In the US, one can call the local police and ask for a "wellness check". In the UK I believe it is called a Welfare check. Can you ring the local constabulary and ask about this?
