I have repeatedly, over a period of one year asked them for a copy of their handbook and a copy of their Policy. Was told they don't think I can get a copy of their policy because I am only her POA. Their patient Handbook was never provided either. What can I do to get copies of these documents from the facility. There is no money to hire an attorney as the facility gets all of her ssa check.

They shouldn't have any qualms about giving you their handbook at least.

You are her POA. That gives you the legal right to make contracts on her behalf, to buy and sell property on her behalf and every other legal thing she would do for herself if she were able. If they are telling you that you’re only her POA, the person you’re talking to doesn’t understand what a POA is. You need to go to the person in charge of this facility and explain that you’ve been stonewalled. And tell them that you’re going to consult an attorney ASAP might get quick results. They won’t know you have no funds for a lawyer. Be confident and strong and be just short of threatening about the legal aspects. You’ll get action.

Write to the state;s ombudsperson for nursing homes and explain that you have been stonewalled.
