His policy states that he can get up to 35 hours per week in skilled nursing and home care aid help combined, but they say Medicare will not pay. Medicare.gov. says that is not true. What do I do.

I already have this information but it doesn't change what the agencies say. It's a matter of how many hours he gets, 3 hours per week or 35 hours per week.

Have you talked to someone at Medicare? Reading what is posted on their site can be confusing since there may be qualifying issues. I suspect the agencies would know what they can be compensated for by Medicare.

When my Dad [94] came home from the hospital and didn't want to stay in a rehab center, he got around 3 hour per week for a number of weeks [visiting nurses who took vitals, and physical therapy]. This was 7 years ago, rules could have changed.
