How do I get guardianship of my 90 year old Mother?

I agree with Sunflo2, since your mom is willing to sign (assuming she is competent) there is no need for a guardianship. Guardianships are about someone being declared incompetent and a judge assigning a guardian. It does take a lawyer as someone has to represent your mom's interests. The first thing our lawyer wanted to know was why we needed a guardianship. Our answer was simple as IL's were both suffering from dementia and no one wanted any more arguing between family members. There had been a lot of arguing between the other siblings and the aunt who held FIL's POA.

Examine your POA; you may have medical and financial control through your POA if it is a DPOA and therefore not need guardianship.
