My brother has not taken care of my mother as he should as power of attorney. Can he be removed?

Yup. It is easy, if Mother wants to do it, and if she has not been declared incompetent to manage her own affairs. You cannot do it. Only she can.

If she is competent, then your mother can remove your brother as her POA.
