How does the VA home care system in Germany work for veterans?

veteran working for DECA diagnosed with cancer. and need home care to carry out his final days of life with his family in peace.

You would have to contact your local VA for that information. Or if there is a local Veterans Assistance office. I would imagine the hospital would also have a patient advocate. (I presume he is going to a VA hospital..and if this is the case I can not imagine that there is not someone that can help)
