I am POA but SSA doesn’t accept that. They have a letter from the doctor that says they are both non-coherent.

No, they do not accept that.
Why do you need to deal with SS? Can you be with your loved one while you help to change the address? I was with my brother on the phone when we did it.
If you cannot then you must get this letter, go to the SS administration (I would go in person) and register to be the SS "payee" for your parents.

Now if they are in care the adminstration may already be sending their funds to their care center.
When you do attend the SS be sure to take all your POA documents. While they are not good for signing up as payee, they do prove who you are and what you are already doing for your parents.

Do feel free to call the SS administration. While they have a long wait line, they are usually very helpful or were with me when my brother was ill.
