Is he the one with dementia (in your profile you state someone has dementia but do not indicate who) If he has dementia then it really can not be his decision. You can get his doctor to recommend placing him. If he is not the one with dementia and he is just refusing to go since you are caring for others can you ask him if he would go so you can get some respite? If he is competent, getting him to agree could be a challenge. If not, whoever has POA might be able to admit him, but double check on that.
If he can not care for himself and the current caregivers refuse to continue, then he NEEDS to be somewhere safe.
