My younger brother has Alzheimer’s. He is in a memory care facility and has been in a hospital twice already. I need to find out how to secure Medicaid and Medicare here in California. I brought him here from Atlanta. I have tried to complete his applications, but some employees cut me off because I am not his child or wife. I have no documents from him allowing me to care for him. He does not even know where he is.

Where I live (MN) a person can fill out the Medicaid app for another person even if they aren't a legal representative or a family member. Facilities do this for residents all the time.

But you will have to know or have access to certain information:
- his SSN
- DOB
- citizenship
- current address
- banking accounts
- other assets like house, car
- medical bills for the past 3 months

etc. You can download the app in your state's social services / Dept of Health website (search for Medicaid app) to see what info you need. You don't need someone to fill it out for you, it's not that complicated unless you don't even know his SSN.

Your other option is (as AlvaDeer suggested) is to report him to APS as a vulnerable adult. They will eventually acquire guardianship for him, then place him and take care of all his needs.

Is your brother a natural citizen or documented, legal immigrant? If not, he may not be eligible for Medicare or Medicaid.

If your brother is already very severely in the thoes of Alzheimer's it is too late to become POA. However, if you contact social workers at facilities (ask the employees how to find) that person will then make you temporary guardian if you feel you can handle that difficult job.
Otherwise call APS and report him as a senior at risk. They may help you get appointed as well, or may appoint a social worker or licensed Fiduciary to apply and help in placement.
If he is in memory care already ask them how to get in touch with a social worker to help you get temporary guardianship or how to get brother made a ward of the state. It is difficult to be guardian because it involves a lot of paperwork and record keeping and if you don't feel up to it don't take it on.
SOMEONE got him into the Memory Care so SOMEONE must be involved. WHO is that SOMEONE?
