Write the Governor or Omnibus at State Capital. I am doing the same thing for a guardian who has taken a disabled person out of state we just found them it’s been a year APS did nothing except help this person remove Jesse from his people they can sometimes be useless

I would call and ask them that. I don't know that you can.
What sort of complaint are you wishing to file? Did you make a complaint through Adult Protective Services asking that they open a case and investigate it, and did they fail to do that? You don't really give us enough information to guess what you mean. If that is the case I would keep reporting to them. In the event you have very good documented evidence that there is abuse happening, and APS won't investigate, you might wish to take the evidence to the police and tell them that you already notified APS and they refused to help you.

Or is the complaint because of actions by APS removing someone from a living situation? Filing a court case for abuse or financial exploitation? I imagine there could be all sorts of complaints.

Depends what state you live in. Google "How to file a complaint against APS in _____" and put in your state.
