My father-in-law is admitted in hospital in Toronto, I want to see his medical records. He's had two strokes and he is paralyzed and he been admitted in a hospital in Toronto for last 3 weeks.
I want to see his all medical records of past and future.
doctor/nurse told me I have to his DOE or legal representative. can someone tell me how I get it so I can show to another doctor in USA.

Is your father-in-law able to sign what is called a HIPAA form [don't know if Canada has something similar that he can sign] where he indicated the relatives/friends that can get access to his medical records? One doesn't need POA or anything else for the HIPAA form here in the States, Canada might be different.

If you want medical records from a US doctor, the HIPAA form would have to be signed by FIL, although I think it's possible that someone who is named as proxy under an Advanced Directive / Living Will could also sign a HIPAA form on FIL's behalf.
