If they fraudulently claimed to be a business and are providing employees and in home care what can be done?

Yes, a business needs to have a business license through the Township/City/ or County.   You can check with the local government to see if a business is in fact licensed.

Sounds like you think a business doesn't have a license.   Usually the Business License needs to be placed in the office where if a new client comes into the office they can see the License.... be it in the lobby, waiting room, or the business owner's office.

If you know for certain that a business has no license, you can complain to the local government.
