There's too much going on with the mom and too little information provided by OP to really ascertain what's going on here. Why wouldn't you want to talk to the medical staff and let them know what's been going on? Why doesn't she answer if mom uses a lot of alcohol? Withdrawal and alcohol use could explain all of these symptoms.

In my opinion (from personal experience) it’s all about the insurance.

I think the role of the discharge planner is to free up that bed and keep costs down. My FIL and mother have both (on numerous instances) been discharged before they were able to care for themselves. In my FIL case it actually led to a heart attack.

Covid does not help these issues.

Keep in mind discharge planners are not your friend.

In my FIL instance we were told we could dispute the discharge with the insurance but he would be responsible for all charges if he lost dispute.

Also if your mom is not cooperating and asks to leave the hospital they won’t keep her.

Maybe they want to talk about long term placement. If they want to talk about anything BUT, I would hang up.

Had anyone in the family talked to the Psych doctor who presumably has charge of mom's case and should have an idea of what the time frame is for treatment amd where she could be safely placed next?

I wouldn't bother talking to SW except to continue the mantra of "no one at home to care for her, no we won't pick her up, if you send her home in a cab, I'll call AND the press (and my lawyer)" and things of the nature.
