I take as much care of him as his mother. He is 29 yrs old but size of 10 yr old weight 98 Lbs.4.5 ft.tall. curved back ,head just set on shoulders, deaf & mute. He comes to me for everything he wants and doesn't let me out of his sight if i go he goes.I get his haircuts, wash clothes, food,Dr.visits shopping, visits friend, church,no charge, buy video games ,movies, make sure his needs and wants are provided up to what i permission to do ( i can't sign for doctor to do tests etc if the the doctor decides he needs something,or deal with SSi decision.) Just like now his mother has had a heart attack and is in CVICU unit in Florence S.C. Would i qualify? If so how do i get started. Sometimes I keep Kevin 2 weeks at a time 24/7. He seems like my own son we are that close.

Talk to the social worker at the hospital where Mom is - ask for help to at least get on a medical POA for him, or any kind of a permission from Mom so you can do this for him. He sounds like a sweetie. In case you need to look up stuff or tell someone less familiar, I think you are describing Klippel-Feil syndrome with other complications.

I'm wondering if you're asking if you qualify for financial assistance? If his mother isn't getting disability for him, I would explore that route.

I would also research to determine if there's a charity or nonprofit association that assists people with this syndrome and ask what assistance might be available.

A county social worker might also be able to offer some suggestions.

It sounds like you want to become his legal guardian. I would consult with an attorney in the county where he lives to get details on how to proceed. They will be able to guide you. Who has guardianship now? His mom or the county? An attorney could sort all that out and advise you.

I'm sorry - I read your post twice but don't understand your question. Qualify for what? Still on my first cup of coffee so maybe I just missed it!
