I called Adult Protective Services on my father as his "caregivers" are not doing anything, and they said they cannot force him to do anything against his will.. I would say the apartment manager could.

If this is an apartment, notify the apt. manager immediately. Smells and urine/feces found in an apartment is grounds for eviction. After the apt. does their investigation, call the police to make a "welfare" check on this gentleman, who will probably then call adult protective services to help him find resources and help. YOU could also knock on his door to ask to help (you might be able to see the condition of the inside). Do not let this issue go on any longer. Both he and the rest of the tenants are at risk (i.e. infestation of insects, mice, etc.).

^ And if that doesn't work, you dial 911 and ask for a "well being check, do to odor." What is the apartment management doing?

If it was me, I would call Adult Protective Services in your area. There are many other services for adult care in your area. You'll just have to search it out.

You need to call adult protect service for help. They can provide different service of help and care for this elderlperson. Also they can help found family members. At this time you and others can try to help him out. Like ask to wash his clothes and get male tenant to help out with his bath or show.
