They can schedule a visit with her and help evaluate her home, health, needs in her best interest.
Gently encourage her to see her dr for a full physical and mental work up. If you know her dr, you could place a call to him, outline your observations, and see if his office will call her and "give a gentle reminder that she is due for a checkup" or that they will tell her that they won't renew any medication prescriptions until they see her for a physical. That might be the key to getting her in.

Help for my mother having memory loss and living alone in a home smelling of urine. The urine is coming from 6 dogs and 3 cats. ( I am disabled W/ no transportation ) she can't remember telling me that she is coming to my home help me ( take me to store ) and has forgotten every time in the last 6 months times, she offered to move me in to help her and constantly thinks I have changed my mind , I here her talking to others when we are on the phone I ask who she is talking to she clams to be alone. ( I hear her say it's Mike just a minute ) She rages out of control the cry’s for hours she believes that I am trying to as she says “ hood wink” her she has moved my step daughter and boy friend in her rental property and mother is paying electric bill and all most all there rent. , she has some man she is seeing I feel he has taken advantage of her as has my step daughter. Start by having a long chat with her doctor. The urine smell can come from incontinence OR it could be kidney failure. Kidney failure would also explain her confusion. It's time for you to go with her to all MD appointments and see what services the MD can order for her in home.
