My Grandmother is a survivor of a retired officer of WWII. The HOA at the home she lives in belonging to her daughter refuses to do repairs . the ceilings are falling rain is now affecting lighter fixtures

What type of Homeowners Association is this? Single family, townhouse or condo?

Usually with a condo Association, the Association itself will do any roof repairs on the building if there is a water leak or if the air conditioning condenser is plugged causing water to overflow.

If it is a single family house or a townhouse, it is up to the owner to do all the interior repairs, as the HOA only has rules regarding the exterior of the house.
