What are the steps necessary to start home assistance for my dad? Or who do I contact to receive information about starting I.H.S.S in contra Costa County for my dad.

Call the Area Agency on Aging. They are a great resource and will help you find any services you may need. Or you could hire a Certified Geriatric Care Manager that will be very familiar with what services are available and for what cost.
