My dad installed some at Home Depot. He made sure it was supported by a stud and he drilled them in and then tested them since he's a big guy to make sure they wouldn't give to keep her safe. The first few we did though were put in by the tub cut plumber and recently another was actually installed by the physical therapist.

The important part is to follow them through the stepping out of the tub process because having someone reach for a bar can be just as dangerous as not having one there at all.

If your dad is a veteran I think this is something that they help with, you can check online.

My elderly parents called in a plumber to do the work since this plumbing group knew what type of bars to get and knew exactly where to install. This came out of my parent's own pocket for the supplies/labor.

Make sure you don't get the suction kind. Your dad will go flying the first time he tries to use them.

I would take txcamper's advice and have them put in professionally or maybe by a handy neighbor or friend.

We had a railing installed that went down 3 stairs into our garage and the American's With Disabilities came out and did it and they provided the repurposed wood.

They are not hard to install, my husband has installed them in our home. You can buy them online, but they are available at Home Depot and Lowes. There are many finish and length options. A handyman could install them for you, they need to be screwed into a stud for stability.

Have him step into and out of the tub to find where he instinctively places his hands and reaches. That will help you determine placement.

If you are talking about how to get a government agency to help you, I have no idea if that is possible. We just took care of it ourselves.
