Any ideas how to find elastic waistband slacks for tiny elderly woman?

Sears would probably be the best place for petite sizes, but Sears and Walmart still carry those elastic waist polyester slacks that have been around forever. They are cheap, easy to wash and in my opinion look just fine for a 95 year old.
