Fed income tax rules allow for a deduction on sch a. but state of llinois taxes on gross income. Am I right?

IF STATE TAXES ON GROSS INCOME; DOES THAT MEAN I PAY TAX ON THE MONEY I WITHDRAW FROM MY IRA. THAT WOULD MEAN THIS YEAR PAYING STATE TAXES ON THE $30000 I WITHDREW TO COVER A $55000 BILL FROM THE NURSING HOME FOR2013.
