I feel they were negligent. However, I don't want to move my father or sue them. But I would like to negotiate some sort of settlement with them. Any suggestions?

Find Care & Housing
Read your facility contract, most do not cover dentures or hearing aids. Then read the hearing aid contract to see if it has loss or damage protection.

Lost or broken hearing aids are a common complaint in care homes. I think that putting them through the wash is something that could easily happen at home let alone in a facility handling laundry for many residents, they are just so small. The only solution I have read that sounds helpful is to have the aids kept by the facility on the med cart to be handed out in the morning and collected at night, and even then they can still go astray at any time during the day.

First you need to read the admitting papers to see what the Memory Care facility says about personal items, such as glasses and hearing aides. Hearing Aids are so very light weight and small that they could easily be missed in the laundry.
