My mother has mild dementia and was quite capable of handling her finances prior to my sister moving her to NC. She has since taken away my mother's rights to know what has transpired since that move. My sister refuses to let her see any financial paperwork on the new house and has not disclosed what she is doing with the house in VA that my mother owned outright.

You need an attorney. Im not sure where BA is but assume not in NC. With a POA your sister may have been able to make the moves and transactions but a POA can be revoked if your mom is still mentally competent to change or revoke the POA. Your sister may have filed for guardianship. Usually this requires all siblings to be notified. So I know just enough about this to know that your mom needs an attorney.
