My very elderly parents had vision issues, and Mom's vision was almost gone due to macular degeneration. For my Mom, she would have a lamp next to her favorite chair and she had a very small flashlight to use for reading.

I did notice that my parents would keep their rooms dark, like not opening up the shades or blinds. It was like walking into a cave. Apparently the sunshine coming in would hurt their eyes.

Now if the resident you had mentioned in your post is bed bound, usually they prefer very low lighting, let them communicate to you which is best [if they can talk].
