My daughter heart stopped and was in the hospital for almost a month and a half. We tried to got medicaid for the bills but they say I make to much because of my father accounts, But all I do is pay his bills get him food for the house and keep track of other expensive. I need to know if there is a document that I can send in to say what I am aloud to do with the money and that I cant use it for my personal use/

You should get a letter from your father or him to directly speak to the representative at Medicaid if at all possible. When he put you on the account to handle bills for him, was there anything at the bank stating this? Do you have POA for your dad? If so, bring that paper work in as well, but make sure you get the original back not the copy. They get the copy. Usually this should work. If you can, depending on your fathers status, can you bring your father to the bank to get it in writing with his and their signature? Keep appealing to medicaid as well. Don't give up.

The Medicaid rules vary in every state. Your situation is much too complex to figure out on a web site. One issue is whether he lives with you or not. Most likely you were turned down because of his assets rather than his income. Of course your income and assets matter as well and all of these rules depend on where you live. In some states there are other programs available separate from Medicaid.

For example, in Massachusetts where I live there is an uncompensated care pool separate from Medicaid that might handle your situation. Not every state has such a pool however and -- as with Medicaid -- the rules vary as to how you can take advantage of it.

Is your daughter a minor? Your father's income and assets should have no impact on her eligibility. I suspect though that you have a joint account with your dad, thus making it appear that that the bank account asset and the income going into it are yours also. If the only money in there is dad's and you have a joint account to pay his bills, I suggest proving that the only income going into it is his SS, pension or whatever. Get copies of the checks and bills that were paid and push the point that this is all his separate property. Appeal if turned down. The hearing officers are more skilled in nuances than the regular workers. If your dad's income/assets are eliminated, would your daughter be eligible? If not, see if you can qualify under any other state programs....ask. There should be a state insurance program for people just over the Medicaid limits which requires the parent to pay a small premium for the insurance. This is another reason we should have universal health for all in this country.

Medicaid is based on household income. So if dad lives with you and you have his money in a joint account with your name on it, your daughter will not qualify. Your daughter should be covered by you and her father.
