I'm confused as to whar constitutes skilled.

Not really as the treatment is usually compression with ace wraps. Rule of thumb is compression, elevation and dietetics. Those bandages can fall off and often do.
In home care I did the dressings and taught the family to do them.
Unless it’s a UnaBoot - which is done infrequently by lay staff. Venous ulcers tend to be chronic thus the need to teach the family how to change them and clean the skin & clean.

According to the article I read this needs specialized treatment by a doctor or nurse trained in the care. Not sure if a long-term facility would do this. You may need a wound care facility. Where my daughter worked wasan outpatient facility.
