My mother is 90 years old and can't walk. I need someone at least 3 days a week.

You have Medicaid "in home" if Moms income fits the criteria. Call your County Social Service Dept.

Your County Office of Aging may be able to help with resources.

Is your mom in the hospital right now?

If she is, please work with the discharge planners to get her into rehab, so she can get some mobility back.

This will give you some time to check into facilities she might be qualified for long term.

Is she currently on Medicaid?

There are some programs that might help but if your mom can not walk is 3 days a week enough? You do not give any detail in your profile as to what help she needs.
contact local Area Agency on Aging.
Call your local Senior Center they may have programs that might help.
Much of this depends on the type of help that she needs.
If she does not walk and can not support her weight it is possible that the safest place for her would be a Skilled Nursing facility
