In addition to JoAnn's suggestions, contact your local municipality (city or township) to find out if they get HUD grants for repair.   Sometimes states also have elder agencies to offer advice.   Search online for an elder agency in NY, and see what they might suggest.

Another option is to contact Habitat for Humanity, which offers services to people in need.  Several years ago I was aware that Methodist churches offered similar services, but I would assume they were curtailed during the pandemic.

Yet another option is to use tv's reach, by contacting local newscasters and see if they want to air a good story.   They might contact window companies who are interested in reaching out to the community by sharing their concern about elders.

Your profile only indicates that you're caring for "someone".   If that someone is older, or has disabilities, those factors should be shared with whoever you contact.

Because our Members are mostly from US, Canada and UK, this would be a hard question to answer. I suggest that you call your County Office of Aging. See if there are any grants they are aware of for this type of thing. May want to call your Electric Company, Gas/oil company to see if they know of any grants.
