My mother hasn’t been diagnosed with dementia or Alzheimer but has memory loss.

Don't waste your money on OTC medications that tout improved memory. Even meds prescribed for dementia are at best very short term and don't improve memory. If she has memory loss without it affecting her daily activities. e.g., bathing, dressing, toileting, etc., she may have mild cognitive impairment, MCI, which may or may not progress into dementia. Some memory loss is normal in aging. Have her doctor evaluate her.

From my experience with my mom who has Alz., medicine doesn't seem to make any difference. She was taking meds regularly until she decided she wasn't gonna take any and started hiding her pills. So, she was on, and off for awhile, and then back on again, now she's off. I didn't see any difference in her memory either way. BTW, she was on Namzaric.
