My understanding is that Medicare will pay for incontinence supplies when a person is on hospice, but not otherwise.

I am not sure about Medicare. But if the person is on Medicaid, the state should have a Waiver program. If there is no waiting list, this program pays for diapers, as well as caregivers for personal care, and light housekeeping. It can also pay for personal alarms and other medical supplies. However in some states, I'm told there could be a 1 yr waiting period.
