Does Medicare pay for dementia care in an assisted living facility?

My cousin is in an adult home and she is not getting any socialization, other residents are not able to socialize.

Medicare doesn’t pay for memory care or any type of long term care. Medicaid on the other hand, will pay for long term care. How is the adult home being paid for?
