Does an elder at a SNF have to sign over his SSA benefit to an organizational payee at the skilled nursing facility?

If you are in SNF on Medicaid the then your SS goes the NH to offset the cost. I allowed the NH to become Moms payee. Then I didn't have to worry about the monthly payment. When the time came, they had to deal with SS for final payment.
