Medicare does not give money to pay for non medical needs.
MediCARE pays directly for health related needs: like hospitalization, physician visits, physical therapy, prescriptions. It will also pay for limited home health services and also pays for hospice (end of life care at home or in a facility). Medicare also pays for short-term rehabilitation after a hospital discharge. Like mom breaks her hip and is discharged for post-surgery rehabilitation at a facility that usually are a NH that also has rehab unit.

Medicare does not pay you directly for this but pays the health service provider at a negotiated rate for the service. Coverage may be 100% or 80% or less of the bill - you can be responsible for paying the difference too. Medicare does not give you money to pay for non medical needs. Almost everybody in the US pays into Medicare via FICA when they are working & via their SS check when they are retired; and qualify @ 65 and enrolled once they are 66.

There are Medicare home based services that will provide Skilled Nursing, homemaker and home health aide services to help the elder with personal care and household chores. There are qualifying circumstances that need to be met to receive these services. Please expand on what you mean by "take care of the house they own".
