I am on medicaid disability and my father wants to buy me a second car, will it be seen as income?

Not enough information to evaluate tax or Medicaid implications as well as future needs of your dad/folks. What state do you live in? How old are you? How long on disability? Is it permanent or temporary? How old are your children? How old is your father? Is your mother still alive? Do you live with dad/folks? Have own home? Luve in rental?
