Could a 77 yo still be on Medicaid? If so, why/how?

You put the word still in your question. Unless there was some financial windfall received, Medicade will stay unless the person is able to self pay

Medicaid covers nursing home costs for people who can't afford them. They could be 67 or 103. There are other Medicaid programs that help provide in-home care, pay for adult day care, etc.
