My parents live at home but they are constantly calling on every family member to come over and do something for them, when do we draw the line and think about other living arrangements?

He may be just lonely, but it's also possible he really can't, for physical or mental reasons, complete the tasks. Both issues could be addressed by getting some help to come in - whether lawn care or in-home. There's a certain amount of social stimulation people need, as well as tasks done. You may want to call around his area and see what is available.

Also, it may be time for a checkup with is doctor to rule out correctible issues and address other health problems that may be arising.
