I was able to be my parent's representative and get them through an appeal. You can definitiely help fill out forms for anyone. You may want to get with an estate planner or even eldercare attorney if there are problems but just doing the forms, they may help you at the DHS office with it if there are parts you do not understand.

In my state, you do it at the social services offices. They require certain financial records, ID, etc., I would consult with legal experts first, since there are limitations on what you can earn and own to qualify for Medicaid. You should find out what is allowed, before you apply, IMO.

Try YouTube. I havent checked, but they have videos for anything you can possibly imagine.
