I am caring for a friends dad, do I have to claim rent he pays and money he pays me since he is living in my home?

The IRS would tell you yes, declare it, fill out the forms and pay the taxes. A tax consultant would tell you the same thing. They would also want dad to setup payroll taxes and quarterly withholding submittals for your personal caregiving.
