Well, now, if she is receiving public assistance like food stamps, HEAP, Medicaid, SNAP, WIC, etc. she is nobody's dependent but the government's.

The complicating factor is this: She went bankrupt in 2013, meaning she listed all of her debts and ALL of her support. I'm going to guess she did not list you as "support". Now you want to claim that you supported her all through 2013. To the courts and the IRS, one of you is not telling the truth. Boy, can that get ugly.

Just for info purposes pstegman, food stamps =SNAP,& WIC is not too likely to apply to someone's parent on this site. You do like to stir things up. Mikeyou, do not listen to friends about taxes. Read the Instructions for 1040 from the IRS about claiming a dependent. If you're now concerned about the closed bk case, call the lawyer who handled it.
