No, it is called financial exploitation if not out right theft. Though the person with Alzheimer's may know, but does not remember. Start by calling Adult Protective Services.

If this guy does not have guardianship or POA he's commiting criminal acts. Even if he is a legal guardian he'd better have records indicating the money was spent for the care of the person in question.

It's never legal to take someone else's money unless they have POA and are using it to pay the bill's of the person who should receive the money. As both other posters have said call APS and turn him in. Blessings,Lindaz
